Changes to proposal policy

Hi Anne, I have reverted your change to proposal policy as it altered the meaning of the passage. Minor changes can usually be made to policy without prior discussion, however significant changes (even undeniable improvements) should be discussed on the talk page first (e.g. Talk:Proposal policy).
